Pumpkin grenades are useful around level 50, but not much as an end game weapon.
EDIT: Although, if you max out Demolition perk, they might be useful late game as well, but that highly depends on your character build. Not everyone goes that path, even though Demolition perk is good for explosive weapons too.
They made a lot of bad design decisions, weight is in mostly to force people to get fallout 1st
IMO grenades should either have a 'nanite' respawn rate so you always get them or have 'grenade goo' that the nanites convert like ammo into nades... they are bad as is
Very heavy for such low and delayed damage...and it is rare to have more than 2 or 3 enemies in the same spot anyway
Plus, they are on the heavy melee attack key (duh...)
The 'floaters' are even worse as you cant sell them and have to do the added chore of dropping them
Up their damage by 1000%...then perhaps it would be worth to carry some
