At level 40, you are still in the character's construction ... . That been said, choose your battle (s) and aim for the head. Automatic and explosive builds are nearly the best. Others will add to this ... .

you don't need serums. I haven't ever touched the things.

Just take care in selecting your gameplay style so that it matches the working attributes of your weapons. For example, hunting rifles do direct full damage, but shotguns do not unless you get a VATS hit or are at point-blank range. Otherwise, shotguns are garbage for damage because of their pellet spread.

You might need a medium range gun, something faster-firing and handier than a hunting rifle but has much better range than a shotgun. One of the semiautomatic rifles might be something to play around with. Assault rifle. Combat rifle. Handmade rifle. Fixer. That kind of stuff is fun to try out when you start migrating out of pipe guns.

Get into power armour as soon as possible. It doesn't matter what kind of power armour, and it doesn't matter at your level if the pieces match up. Power armour will give you a massive damage tank that very few non-power armours can even remotely approach.

You can't choose which mutations you lose, but take off starched genes and use full strength rad away to get rid of them. When you have gotten rid of all the ones you don't want then get the serums and add the ones you want again.

Mutations: You can get specific mutations with "serums". Those can be bought at the Whitespring Bunker for up to 4.000 Caps or at player vendors for round about 300 Caps. Mutations can enhance a build but are mostly personal choice. I run 11 Mutations and i have to equip the following Perk Cards to use them efficient. Strange in Numbers (Perception) + Class Freak (Luck) + Starched Genes (Luck)

Weapons: Go to Legendary Effekt are: Bloody, Junkie and Anti Armor with Explosive, Fire Rate or VATS % chance. You can enhance your Firearms with Perception Perk Cards and Melee Weapons with Strenght Perk Cards. You always want to have the Armor Penetration Perk Card active for your chosen weapon. For Melee its called "Incisor" and for Ranged "Tank Killer".

Playing below level 100: The world is scaling up to level 50 in most cases and up to level 100 for endgame orientent content. If you are below you will always have a harder time compared to a level 100+ or even 300+ Charakter.

Legendary Perks: After level 50 you gain Legendary Perk Slots and those can enhance your build very much. Some cards are required to push out high damage like "Hack and Slash" for Melee. You get the last Perk Slot at level 300 meaning you only reach 100% of your build at level 300.

Armor: Depending on your playstyle you have to farm and hope for good legendary armor or farm, upgrade and maintain a Power Armor with XO-1, Ultrazite or T-65 Armor Pieces. Armor can push your damage a lot (Bloody builds) or make you almost unkillable (Power Armors).
