Bit of a smartass remark that is. Considering you like to flaunt your PC specs openly on your profile more than mention anything about yourself shows you're a showman for attention on what you own, instead of who you are. You'd think someone who was both a moderator or contractor for any game studio would be more " helpful " towards those seeking said help.
Original poster, there are videos on Youtube showcasing how to find and alter the .ini file for various settings and a few reddit posts as well.

but its weird in some area the fps is 40-50 but when the lightning is too much kinda make me blind the fps become 10-20 fps

I have been running a heavily modified ini for a long time now.
Extremely unhelpful comments aside, what are your PC specs? I don't believe it is linked only to lighting, as these FPS drops will occur out in the open in random locations as well. I have seen it many times in places where there are minimal lighting effects. Depends on your GPU though of course.
It is normal for the game to really slow down in certain areas also including near players camps. Random spots outdoors on the map and certain interiors will do this often. I can't remember specific exact places but I have seen it many times.
For comparison I have an i9-9900KF, GTX 1080ti, 32GB DDR4 and game running off a NVMe SSD. I was getting only around 45 FPS at 1440p running the game stock. After changing the ini settings I now get 70-120 FPS basically everywhere, except for the areas you mention where FPS can drop to 60ish for me.
What fixed it for me was running the game in fullscreen mode and turning off the in game v-sync in the ini file. I have a G-sync monitor so I also made sure v-sync was off in Nvidia control panel for the 76.exe. If you don't, you may want to leave this on depending on what your monitor refresh rate is. Depending on your PC specs you may need to cap the max FPS at something like 120 like i did. If left unchecked FPS over 130 or so will cause funky things to happen in game. Not able to move in PA, entering interiors and not being able to move etc...
These 2 changes alone increased my performance greatly, but since then I have made many more changes that have also increased performance even more. I have turned off all motion blur, depth of field and bokeh effects. Altered shadow draw distances. Altered object LOD distances and many more. I also turned off volumetric lightning but im not sure it actually did anything. Also added a sharpening filter through Nvidia control panel to sharpen the blurry standard textures.
Game looks very decent now and runs pretty good too.

Save the file and then set it to read only in the file properties. Or create a Fallout76Custom file to avoid all your modified settings getting reset if you change something in the game menus.
This. Also, cap your frame rate in your GPU's control panel or your game's fps will throttle during loading screens.
