The money of the 13million sold copies of cyberpunk goes: monnneeeeyy monneeeyyyy monnneeeeeyyyy.
Financially it obviously did not flop (although it may not have been as succesful as the publisher expected it to be), otherwise it wouldn't have received anywhere near as much support (in form of free updates and buyable content) from the Developers as it did.
The gameplay however as well as many other aspects were more than just disappointing for many people, which is why it was(and to some extend still is) viewed as flop by most FO veterans.Such an assesment however is purely subjective and thus can vary from person to person, mostly depending on their own expectations(which in many cases are overinflated) and the 'hype' that is build up and how susceptiple they are to such things.
A movie can flop because it is also a finite product but a movie SERIES can pick itself up. When dealing with a game that has continued content it's better to think of it in a similar way: Like a movie or TV SERIES that has sequels or seasons. In this case, Yes the initial season of FO76 and a couple after really REALLY flopped but each season seems to be getting JUST a little better though mutating legendary enemy quests can go take a running $%^&. Wasting 78 bullets on something that just keeps regenerating its health bar full while you're reloading is BS no matter how you look at it. XD

These latest updates have been an improvement though, and the upcoming one has some nice things in it too.
Majority of people who play it now are paypigs who throwing away their money to get virutal clothes or whatever (probably underage children with mommy's credit cards). Same situation with GTAO - tons of children play those games and they buy microtransactions.
Bethesda knows this, so they made the game simpler and more colorful (colorful fallout lmfao) to appeal to younger audience.
The wheel keeps harassing me, with items not possible to un-favourite, several items getting set to the same slot, and you have to unfavorite in the right order or even put back to stash,, other slots then empty, all just after login, not suddenly during gameplay. How can such happen in a release... aren't they like ... three people or so?
The damage mechanics (entities with one vs. many attackers), melee, bloodied, imbalance, and bugs with those keep being shifty.
It doesn't destroy the game, but there are changes and supposed bugs that "rebalance" stuff for a range of people, and sometimes bugs explicitly got reintroduced with another update.
That hurts, but it's still far from "unplayable beta" times, if those ever existed. The game is not putting competition in the first place. You can't fully avoid the occasional queen insta drop, or people taking all the shots first leaving nothing, and perhaps there are too many others in an event to hit anything on occasion, but you can always change to another server or wait to another time, do something else.
It took 2 years for it to become a full game, but that success was overshadowed by 'Cyberpunk 2077's release.
FO76 will continue to draw new blood, because it has real quality -- but the game at launch was just a ♥♥♥♥-show.
Everyone not agreing with them or enjoying something they dont like is an idiot or a kid...their main argument
They like to use aggressive and edgy tone, probably thinking it makes them more manly...lol nope, it makes them looks like the kids they oh so dislike
At the same time, these people tend to think 10 or 20 euros is a fortune...
So, nope, they are not supersmart at all, any super smart guy who isnt a kid can make that in a few minutes...
Quite common on Steam, you see them in each and every forum once in a while

Still think it is flop
Initial sales might look pretty on paper, but then you need to look at the fact that Bethesda had to start refusing to issue refunds because it was basically a dumpster fire that everyone who bought it wanted to run away from. This is also not counting their myriad PR disasters. Bethesda couldn't even give the game away for free for awhile.
It also helps that 76 had a staggered release of sorts because it didn't come to steam right away.
The game was very buggy on launch, some bugs appeared later when players got endgame gear, like dealing too much damage cause the mobs to take zero damage. Around a halfyear in the game was much less buggy. Then there was the exploiters and bethesda added hotfixes after hotfixes and made the game more buggy because of that. Its one of the reasons why they added the PTS for wastelanders and all future patches after that.
Wastelanders expansion was the turning point for the game. Before that its was more like a beta period with missing features.

People like to follow the swarm intelligence, so they don't have to use their own brain (if there's any at all).
This game is far from being perfect. But a flopped game looks different in my books. At best you can say, it had a terrible launch, but the devs didn't abandon it. Maybe try a generic Activision or EA game next time.
