are power armor plans that rare

other than plans you get from terminals like Excavator or XO1, i cant find any plans for power armor pieces like t-45, are they really that hard to find cause nobody i find is selling them.

yeah, any of the plans for T-45, T-51, T-60, and Raider are extremely rare. But since those armours are also found lying around on the map, most people just pick up a full set by scrounging.

Played on and off since launch and I never got the 45-51-60 plans. Thought they were loot only.

I have 1-2 plans for each of them. A leg and helmet plan for one type, an arm and chest plan for another, etc... I think I got them from main quest lines, since it's been a long time since I've picked up any new ones.

The plans are possible rewards from treasure maps and 'distant thunder' event
Quite rare....

But, as already said, you can very easily find the pieces anyway
Watoga and close surroundings have 6 possible spots i know of

Go to Whitespring resort. They have tons of plans in there there, sold by vendors.

the resort carries mod *plans* for armour, but not the armour plans themselves.

ah ok, i was looking for the plans for the armor itself, not that i need them right now cause i did get my hands on a full suit of t-45 from scrounging around

For some reason, I'm able to craft the full set of T-51, almost all parts of T-45 and some parts of the Raider PA. I honestly don't remember from where I know that plans. I just can.
