it adds an additive +damage (iirc 30%) to them on top of all your other additives... BUT if you have a lot of additive damage (20%x3 for weapon perk, 15% bloodied mess, bloody weapon, adrenal, etc etc) it becomes fractionally better than regular ammo vs that one type of enemy

Not exactly correct. He was banned because the quantities of ammo he had on him were impossibly to legitimately acquire during the amount of time he had been playing.
He was banned, it made big "news" in the FO76 / gaming community for a while as people made fun of bethesda... I believe he was unbanned after they realized he wasn't cheating....
I don't think anyone cares enough about this game anymore to bother banning all the current cheaters which I hear are running wild
Anyway, I am legit Spent most of my Bullion on SS Armor, which I, sometimes regret. I hate the way it looks. Chinese Stealth Armor looks so much cooler, but.
Anyway, I know no one was pointing fingers but I figured I would just let you know what I do.
that extra damage to non scorched can be quite alot on rapid shooting guns
but i tried it on a non auto handmade and didnt seem to get that much xtra dam to non
scorched
but the differance on my other toons that use plasmas in flame setup or the likes of 50 cals and Lmg oooh you can really see it when in action
I have both Ammo Factory maxed out and Ammosmith. I can craft 900 .50cal or 5mm, 240 (I think) 2mm Electromagnetic, 450ish .308 rounds, etc... and sometimes double when I have Super Duper perk card equipped.
Very efficient for weapons that use cores. 2 regular cores 1 yellow stable flux = at least 9 ultracite cores, and again 30% chance for double with Super Duper.
