How to correctly change my build?

So, it's my first time in this game. I almost reached level 50 (lvl48 currently) and i understand that my build is complete ♥♥♥♥ and have no impact on enemies. So i found by myself that i can reassing SPECIAL stats, but where i should get new cards?

For example: i made a ♥♥♥♥♥♥ build on non-automatic rifles and now i want to change it to automatic or chose better perks for non-automatic build instead of useless ones.

As i understand, here is only one way - card packs? If that so - this is total ♥♥♥♥♥♥♥♥. If not - tell me about another way, please.

Keep leveling. You can choose another card at each level. Level 50 is the cap on SPECIAL stats, but there is no cap on getting more cards.

Use a Heavy Weapon while you level. They do well enough without perks

As you level you can pick cards. So you keep doing stuff, leveling and adding to your options.

Instead of a pack, you pick 1 card you like from the full list.

You will also gain access to epic tier super cards with affects you can build upon.
