Where I can find or farm Handmade Gun

It's a random drop. You may get a ton, you may not get any at all.

Drops are also somehow linked to your player level and/or whether or not you already have plans for the item.

Easy way, BOS outpost up from overseers camp on main road, kill loot repeat until you have it.

There's a blood eagle camp atop buildings in Berkeley Springs. In one of the upper rooms, on a shelf, is a handmade pretty much every time I go there.
