Yeah, Elder rank is required.
They drop pretty rare, I tend to make a Elder rank run daily and only got four parts of it (including helmet).
Also, it cannot be crafted with legendary effects, so only option to get BoS armor with legendary prefixes is just waiting for random drop from all the legendary sources.
It is slightly stronger (when fully upgraded) than the Secret Service armor.
Getting the armor is a much more difficult situation. First off you need the blue prints for each piece of armor, which is a rare occurrence as a reward only as a Elder daily ops reward (the beating the daily ops in less than 8 minutes).
Then once you eat the plans, the armor drops as part of the RNG list of legendary armor. You CAN NOT craft legendary BOS Recon Armor, just the boring no afflix stuff.
I've been trying to get the full set. over 700 hours in and I have the chest, helmet, and legs lol.
So its a very rare reward. TBH I rarely playing ops since I hate to rush things. And no other option available to finish it, than tanking over with a heavy/automatic weapon. Mostly doing it, when I getting low on certain ammo types.
Then I have to search something else to grind for, and stick with my good ol' X01....
Recon upgrades are cheap on the material side, buttressed is only like 1 cloth, 1 steel, 1 leather (not 100% the materials) and if you get the chest it can be a slightly cheaper way to a jetpack (bullion but same material costs).
So different approaches to similar gear, ie. play your way (unless cosmetic appeal is a factor).
Brotherhood Recon is a different armor type, but from what I understand it does not have a 'Shadowed' version, and in this regard it is similar to secret service armor.
You need to finish the daily op in elder rank to have the best chance of getting a rare drop, and the plans for brotherhood recon gear are pretty rare. Completed on Elder tier, I think I read that the chances of getting a specific one of the brotherhood armor plans is around 1%, but most of the time you're just going to get a plan for a neon camp sign or something, and when you do that is your daily ops reward for the day, better luck tomorrow and all that.
Best not to worry too much about it, it isn't significantly better than the other armor options out there and by the time you have the plans for the pieces, legendary crafting will hopefully have been added to the game.
As someone who the RNG gods have smiled on it's only the first hurdle to get the full plan sets. Getting a full, usable, legendary set will likely cost thousands of scrip on purveyor rolls and hundreds of event completions (purveyor drop pool).
I've finally put together a full legendary set... but there are 2 breathe under water, 2 cloaking, 1 lock pick and so on. It looks nice but is total junk and to spend more scrip on gambling the purveyor isn't something I'm going to do.
So... yeah... for now it is just bragging rights.
Depending on the enemy and map rolls you get, it´s perfectly doable solo.
You´re just not allowed to waste a single second.
And yeah, I finally also managed to complete the plan grinding few weeks ago. The first 4 parts (both arms and legs) came pretty fast within 2 weeks. Then I got a long time just pure trash or literally anything else rare stuff (like all Steel Dawn weapons, Supermutant tube, Superreactor, that strange pink sleeping bag, ...) within that time. I basically just wanted to finish it by getting the chest piece.
But as tough as my luck is, I got the helmet first. Maximum troll was perfect at that point. Then couple weeks later I finally got the chest piece.

But I didn´t bother so far to collect a legendary version of the chest. I got some nice arms and legs so far, But I also don´t have any mods for them. Maybe when builds slots arrive, I start to care about that.
The wiki page of this armor is not very informative yet. Thats why I started this thread.
