How I increase my lockpicking skill?

I have 3 lockpicking cards already but they somehow are not able to be upgrade. making me unable to pick level 2 lock. How to I solve this? how do I pick a level 2 (or even 3) lock?

It's a Perception Perk Card. Picklock, Expert Picklock and Master Picklock. Then there's the Legendary Perk Card, Master Infiltrator to auto-unlock both terminals and locks.

Wait, do you have them equipped?

...I think what you're saying is you got 2 'Picklock' cards, it doesn't work that way. Expert Picklock becomes available at level 19 and the Master Picklock at level 40.

Hmmm... I'm confused ... I'm currently level 45 ... I have 3 master lock pick cards ... I let my available perks climb for while to 5 to use. I'm still only able to have terminal lock skill 1 & lock pick skill 1... When I opened pip boy & hit T to use perks, i made sure all were assigned ... with highlighting & space bar key ... from previous attempts I had built up showing 3 master terminal & lock pick cards of the same ... it never offered to use the duplicates to increase from lvl 1 to 2 ... let along 1 to 3 ... so i unassigned 2 of those duplicate cards thinking i might be able to reuse them & get the upgrade to that ... nope !! :-( those 2 duplicates sem to have gone to trash as I didn't get additional perk points to use from them ... ?? wth !! :-((

You need one of each card. You have x3 Master Lock Pick cards, they dont stack, they all count as 1 skill. You need to get Picklock and Expert Picklock to gain the extra two skill points to be able to pick up to a skill 3 lock.

These cards are not able to be upgraded, they are one star only cards.
