That is one of the best perks in the game, allowing you to target limbs.
Anything dealing with Disease, Hunger, or Thirst generally isn't AS useful, but they can be ok for a low level.
You'll get all the perks you could ever want and more, so there's no need to worry about a bad choice.
Well that's good to know I was just trying to make it similar to the single player games, since everyone seems to do their own thing instead of teaming up.
If you have a high chance to hit then VATS is much better because it tracks the target, in case of a fast moving target if your lag is high you'll never hit without VATS unless the targets runs directly at you.

Thread is asking about useless perks. That is a useless perk for Bloodied.
... unless they need to farm a Blast Zone, then it isn't as useless as people think.
Rain/radstorms are too random to spend points on for a minor effect better handled by any other form of healing.
Ok, yeah. I got nothing on that one. There is no situation or build where that would be a good choice.
Whenever i have that perk it doesnt rain.
Lol sometimes I use woodchucker because I'm still working to earn those atom points.
Those all have their place, even if it isn't in a min/max build.
