Unlike follow through (which is essentially broken to the point of it being bugged) - The only enemies who you benefit from using that one are the end bosses, and its unlikely you'll apply it once, let alone ever again in a fight (due to someone else hitting the enemy first)
Works great for solo, no team builds...
The de-buff has no 'duration' but is lost the moment the enemy aggros onto something else
I've HEARD that those do disrupt it, that the enemy needs to 'land a hit' for it to work. I didn't test it enough to be certain myself, but that was what the 'consensus' opinion on it
I maxed it played with it a bit then dropped it in favour of I'm a 5%-10% health unyielding player who while essentially immortal thanks to my build would prefer others to get into the bosses faces
Is great for seeing absurdly stupid damage numbers on earle and the queen though

Its not broken it works as designed, its just so poorly designed it might as well be broken
Regular mobs - You won't see the damage increase cause they are dead from a couple shots
Legendary mobs - see above
This is ONLY really effective vs SBQ and Earle
Follow through ONLY works if you land an undetected hit - The enemy cannot be in an aggro'ed state from any source... So they can't have been attacked at all, or have spotted anyone they would attack
So if you are fighting Earle or the Squeen and you land in a hit BEFORE anyone else there does you will get 60s of the bonus damage
Well that AND you need to get your hit in well before anyone else does, cause if someone else lands a hit 5s after you it won't register yours as an initial hit, the debuff will check that oh no the enemies already mad at stuff, no debuff here
Its like a worse version of instigating
99% of the time vs the Queen you aren't getting close to that initial hit, or the queen will spot someone loud and bright and not be susceptible to this.
99.9999% of the time even if you get it to work once, you will never trigger a second application, as everyone would need to stealth and stop attacking her until she calmed down
Earle is slightly easier to get the first hit on, its easy to aggressively enter and shoot him first, you just have to hope no one else is attacking him in that initial 5s window
Also 99.9999% of the time you aren't going to ever see a second application
SPEED SOLO killing Earle / SBQ these perks work great along with others to hit them for abusive damage numbers
