All I can say is I "fixed" it by server hopping, until I landed on one where the "Runner's High" quest finally triggered correctly and appeared on screen. Everything was great after that.
A lot of times when a quest chain bugs out you can start the entire chain over, but you can't just backup one step to do it.
Also no console commands........the game is online.......can you imagine the madness of grifers with console access?
LOL, you sorry! I was just spaying skyrim, so i was used to having to correct things in the console.... Thanks for the advice guys, I will try it from the start.
Pro tip: Run the course and kill everything in your way, then actually start the mission. Can just jog around Charleston unless someone else comes by.
Sorry to Necro post btw.
