Unyielding. +1 Agility, Improved Sneaking, Wood Armor with the Shrouded Mod would probably be the "best".
The Stealth Suit is for Rad Resistance with some Armor and limited Stealth built in, so even non-sneaky people can Stealth a bit if they want to. It's really a suped up hasmat suit.
I guess chinese stealth suit could count as 4th though, but it has serious disadvantage compared to "proper" armors when your stealth eventually breaks and also can't have legendary effects.
To get most out of them all require you to have maxed sneak perk and escape artist, and like others have said higher agility=better sneak which is why unyielding is so effective. Would recommend having one chameleon piece and 4x unyielding instead of full unyielding though, being able to go invisible helps a bit in certain situations.
For stealthy build armor itself is the "fourth line of defense", first three being stealthiness, mobility and perks, so armor type doesn't really matter that much, legendary effects are way more important. Wood does give some extra sneakiness with the cost of getting you insta-toasted when stealth breaks/glitches, which is quite often and in some cases like in uplink daily ops it's by (poor) game design. Same goes with chinese stealth suit.
I have 5 high level, low health, sneaky vats toons, all with 4+1 unyielding/chameleon armor, and haven't bothered to grind any of the newer secret service/recon/whathaveyou sets, most run a mixed set of combat/metal/marine/whatever pieces.
Downside is if you do get banged up, repairing that thing is pretty costly, and I dislike not being able to use any visual apparel.
Just do Scorched Earth every time it pops and you will have plenty of repair kits to fix your armor.
You can simply pick 2 perks in agility with you'll use Anyway, and efect will be the same. Add up modification for less sound while moving on all 4 and you'll get even better efect.
On top of that thers metal/paint for shady places and Boom, you can enter mutated asses in sneak.
Only bright side of chinise is rad res. But im not sure if you can Wear underarmor with it and lossing that +6~+10 to stats sucks.
As for repair use white knight perk combined with fix it good.
