Frankly, with shooting around a lot, the best bet so far was to have different types of guns. Use one, collect for the other (ones). Once low on ammo, switch.
14 ... At that levels i had been on another patch level. Likely something .308 could come in handy too. Pipe bolt action isn't that bad, but a hunting rifle might help with the distance stuff as well.
So i suggest, you collect the best suited weapons for different ammo types, collect ammo types (...), get the ammo crafting perks (ammo smith 2, super duper up to level 3). At times i also used a laser gun early on, it used to have even "better" damage than the other stuff, just the ammo was more rare around the forest. (Dropped off a scorched right at the beginning.)
Don't overdo damage perks too early (e.g. bloody mess does as much for all damage, as leveling a typical weapon card like Rifleman does for their kind (10% is good with level one, but then it only adds another 5% per level).
I guess that would explain a few things
5mm amo is super easy, better alternative when you need some cary weight to pick up trash.
Action rifle
0.45 amo
Decent dmg, good for vats user, faster than hunting rifle.
0.45/5.66 Guns
Use perception for dmg, just like action rifle. Little lower dmg, can be used with semi auto mods to increase dmg/shot and save some amo. Good for vats.
10mm Pistol
Use Agi with give you Action Points for vats use, benefits from AP perk in perception for 36% armor penetration. Can be suppresed unlike plasma or laser Pistols.
Add up Bloody mess in luck for more dmg output, drop psycho in hard encounters.
Glowing sight is next usefull perk for rarer mobs.
As for legendaries it's Best to pick special points and what's rad if you'r not going for bloodied build.
It's your opinion, what's rad is decent perk, and when thers so much trash to pick up with only applies for specyfic play style.
To add up to that it's Best 1st pick legendary if you'r not using PA, 100 up to 300 rad protection and 6 rad/s reduction when 2* perk in endurance give you only 2/s in day time only, Well have fun caring and using rad shield and anti rads.
With a good melee weapon it is often 1 hit.
For the better enemies I use minigun, galting plasma, etc
Those pipe weapons are horrible.

Weight reduction and picking chems is normal thing i would be suprised if you didn't do that, especialy with carry weight based on str x 5 + 160 or so base.
As you said you use pa, so you walue perks like forced rebot or what ever it's caled and recharge of Fusion cores, i don't, so it's useless to me. And Thats opinion not only truth in world.
As for bloodied good for you, some prefer AA and 400hp with resistance instead of 45% +18% for range and 45% for mele.
Back to weight, even with 90% reduction from perk reducing 1 to 0.1 multiplied by 300 is still considered waste of Space when it can be completely rid off just by picking even 1st lv of Whats rad.
Hunting rifles are very, very ammo effecient and can one shot most things in V.A.T.S.
Baseball Bats do decent damage and you can make and scrap a metric ton of them to learn all the plans fast and easy. Some of those plans make them suprisingly powerful weapons for their level.
If you should come across a Barbed Flaming Pitchfork (or learn the ability to craft your own) those are almost shockingly good low level weapons.
If you are going to go Melee, then, whenever you can, you are going to want to put points into Blocker, Martial Artist, and Incisor. Even having one point in each changes Melee completely, Having three in each makes it much more fun and interesting.
Also, if you haven't yet, invest in a decent C.A.M.P. and build your Crafting Stations.
Staying completely Fed and Hydrated adds some really nice bonuses and you can craft and scrap to your hearts content in a safe(ish) place.

Otherwise i'm using it, because i leveled it up for testing it in a zone. And i disagree on radaway. While i do have lots to sell all the time, it does make a signifikant difference if you have to manage it every 2 seconds or every 20. It's certainly rather a quality of life thing at this stage, but it's not terrible. I can still jump in a zone at about 13 rads with wood armor and radshield, it's "ok". Secret service armor and glowing blood pack puts me roughly en par with a hazmat suit, but it just doesn't work like one.
Or course, if you level stuff NOW, and don't want to waste any time [computer games anyone?], you might feel, that you want to only level the legendary perk cards that really work right now. E.G. SPECIAL does make a lot of sense, and for QoL and caps otherwise Ammo Factory. Then the build-specific stuff.
