I can tell you an i7 4770, 1060 6GB VRAM, 16GB RAM loaded on SSD I run ultra all the way around in Borderless no less than 50FPS. Now I do not stare at the meter but any time I look it is over 50.
I am fairly confident that with changing some settings like shadows, grass off, motion blur off, you will get 50+ FPS @1080p with your hardware. If you need any more help changing ini settings or Nvidia settings let me know as I have played with ini settings quite a bit.

Also just to let you know, not being rude just honest here, your CPU is complete rubbish in 2021. The FX series were a complete flop and were not great even when they were new. Fallout 76 is very CPU intensive and would really benefit from a much more modern CPU. Your MB however cannot take a new AM4 CPU if you wanted to stay with AMD, so any upgrade would need to replace the MB as well. Just something to keep in mind as these things can get expensive quickly if more parts than you realise need to be replaced.
Many players here and on Bethesda forum and reddit complain of having problems with low FPS. By changing ini settings they almost always can increase the FPS from rubbish to something very playable. Myself included. I could not get over 45 FPS unless I changed ini settings.
No voodoo magic with Bethesda deliberately capping players FPS. The game is just very poorly optimised and many settings needed for performance improvements are not in the game menu and are hidden in the ini file.
I have a RTX 2060 and I was getting like 40 fps because the game was in windowed mode.
A 1660 Super is better than a 1060..
our CPU is ♥♥♥♥ today sorry, thats why you get low fps...
1660 Super is roughly 25% faster if i remember right. Also much newer for far better handling of in game effects. You would think that people would check things like this before opening their mouth and looking foolish, but I guess not. lol
Get a ryzen x600 and you are set!
