1660 Super getting below 30 fps on all low settings
I'm running a.

:Nvidia Gtx 1660 super
:AMD FX-8350
:MSI 970 GAMING Motherboard
:16g corsair vengeance ram
:Windows 10

And I'm still getting below 30 fps in fallout 76,I've tried lowering settings,Disableing v sync,Putting the game on full screen and even manually set the graphics settings to 0 and I've still got the exact same fps on every setting I try.I can run games like Fallout 4 and Cold war on all ultra without an issue so I have no idea what going on anymore.

FO 4 running on ultra means NOTHING!!! That game is very very old. Also your 1660 is not that great of a card. AMD people always have issues with games. Perhaps the issue is you have a bottleneck on your computer. Something is too powerful for something else to keep up.
I can tell you an i7 4770, 1060 6GB VRAM, 16GB RAM loaded on SSD I run ultra all the way around in Borderless no less than 50FPS. Now I do not stare at the meter but any time I look it is over 50.

Perfect thank you,Mabye I'll look into upgrading my card or CPU then.I just found it odd considering most videos I've seen of the game useing this card havent had my problem.

Как программист со стажем объясняю, что программно можно указать любое ограничение в фпс. И не важно какой у тебя будет навороченный компьютер, твоя игра будет соблюдать те правила которые указаны в программе.
So does this mean it's a problem on the games end ?

Even with my GTX 1080 ti and i9-9900KF I was unable to get over 45 FPS in Fallout 76 until I made some big changes to the ini file settings. Now I get 70-120 FPS almost everywhere and have clearer, less blurry graphics as well after making more changes.

I am fairly confident that with changing some settings like shadows, grass off, motion blur off, you will get 50+ FPS @1080p with your hardware. If you need any more help changing ini settings or Nvidia settings let me know as I have played with ini settings quite a bit.

First try this below. These two things were the biggest performance increase for me.

Also just to let you know, not being rude just honest here, your CPU is complete rubbish in 2021. The FX series were a complete flop and were not great even when they were new. Fallout 76 is very CPU intensive and would really benefit from a much more modern CPU. Your MB however cannot take a new AM4 CPU if you wanted to stay with AMD, so any upgrade would need to replace the MB as well. Just something to keep in mind as these things can get expensive quickly if more parts than you realise need to be replaced.

Me with a basic GTX 1660 gets a solid 60 FPS on high settings, was getting 60 in most places on ultra but it would dip in places so I dropped it a bit.

The 1660 super is more than capable in fo76 and in 90% of games in 2021. The fx 8350 however, is not.

Therefore, you have 30 fps and all settings.
I think this is done to equalize all the players in the game.
This is often done for pvp games.

Many players here and on Bethesda forum and reddit complain of having problems with low FPS. By changing ini settings they almost always can increase the FPS from rubbish to something very playable. Myself included. I could not get over 45 FPS unless I changed ini settings.

No voodoo magic with Bethesda deliberately capping players FPS. The game is just very poorly optimised and many settings needed for performance improvements are not in the game menu and are hidden in the ini file.
Turn off vsync in the ini files and if you get screen tearing limit your fps in Nvidia control panel.

Also check if you are in boarderless window mode. The game likes to default to that setting for some odd reason and you do not get good FPS. Make sure it is fullscreen. You might get better performance.

I have a RTX 2060 and I was getting like 40 fps because the game was in windowed mode.

A 1660 Super is better than a 1060..

1660 Super is roughly 25% faster if i remember right. Also much newer for far better handling of in game effects. You would think that people would check things like this before opening their mouth and looking foolish, but I guess not. lol :steamfacepalm:

Its the CPU fx8350 is pretty bad.
Get a ryzen x600 and you are set!

The bulldozer cpus kinda sucked ass for gaming even when they came out!
