Part of it is that most players do not bother about crafting the armour the simply go and find the t-51 pieces from a power armour frame, so the ones looking to buy the actual plans tend to be end game players with well more money then sense in some cases, though with their being a limit to the total amount of caps you can carry, if you have something that is rare well you can pretty much charge what you want and their is always going to be somebody who will pay that amount for it.
I was extremely lucky that a very nice player dropped me a whole bunch of plans when I was still very low level, gave me a thumbs up and then left. Amongst others, it included all T-51b plans. I had no idea at the time what was rare or valuable.
Honestly not really needed as it is easy to server hop and check the PA spawn points to get the pieces you want.
The ultracite armour base plans come from the, hmm enclave quest line I think, and the mods for the also drop pretty commonly from the scortch beast queen event as well as a bit more rarely from random scortch beasts, so apart from a couple of them calibrated shocks and reactive plates, maybe a couple of the others the mod plans for ultracite tend to be around 50 caps or so each for the most part.
Mostly base power armour plans depend on how hard they are to get, t-45, t-51 and t-60 are pretty much random drop from the treasure maps you find, though t-60 can be got rarely from doing BOS events, such as line in the sand, the missile defence etc.
Took me about a year to collect all the plans for the T-51 and T-60 power armor.
They were also available with the Mole Miner events, the BOS base building event,
I think I still have some left over extras. Since they are rare and collectors are rare I do not place them in my vending machine.
