As far as i have seen the Responder fire fighter outfit does NOT count as an outfit

any costume or piece of one should work. Even just crafting and putting on the facemask you get get step one or two on the scoreboard works, which is what I did for mine.

Which also means no pwoer armor. I live in power armor and don't wear an outfit to cover my non powered armor. So no I go tto carry a girly dress on me just for that.

I completed it while wearing power armor but with a BOS Camouflage Infantry Hood instead of the PA helmet.

That art deco suit with flared shoulders I got in the last scoreboard also works.
