texture enhancements not texture removals mods and reshades, even client side skin usage... are not triggering flags on accounts. things that change the world space, or give too much vision. what any multiplayer game would call a cheat. and would get flagged for human review. the games new update is giving players modification options of a limited sort. this is the start of a evolving system for customizing the game. which will hopefully eventually result in limited authorized mods to be used. from a bethesda catered website and thru their system. like fallout 4 and its shop for mods and paid content.
maybe even the atom shop with a new category. for now its what it is. options and settings for pvp and weather and many other little things... basically server admin stuff.
hope the future pans out to expanded modding and private server listings.
I've already tried a few mods from the Nexus, none of the modders update their mods, you're better off not even modding it at all.

tl;dr
We don't care, but if you break the game it isn't our problem.
It is still against the ToS to cheat though. So don't use any type of modding program that gives you an advantage like other's have said before me.

Ironically, the best mods are the ones that have been added to the game, but in a crippled state. Soon as the mod makers worked around it, back using them again!
