Well this odd Quest Bug: Recruitment Blues

I already did that main quest, I have all stuff I needed done. Then all sudden I get it again. Was like wah? So I go to the Fort, Robot like says your General, does that make sense? Then gives me another Certificate, but I can't actually talk to him, like it says.

Cuz it says I need to do training course, which I did back in my 30s..... I already did all that stuff.

happened to me a while ago, was just near camp mcclintock and it popped up, I ignored it and it eventually went away
