The Blue Event Bar?

So I'm new from the vault and I always join teams. I noticed that a blue bar was charging up which then produced a Two-Ringed symbol. I think this is one of the events. If so, how do I join?

If you stay on a team for a few minutes you build a 'bond' with the teammates, and those bonds mean you get extra bonuses for being on the team. F. ex. if you're on a Casual team you get Int+1, but then an additional +1 for every bonded teammate.

Yup, when the bar is all the way across you’re golden. If you change teams and someone you are bonded with joins that team the bond carries across. If you leave the server and come back like crashing, the bond has to start over again.

you can join most events from the pull down menu on the map screen. most public events.
and many daily repeatables have map icons you can activate or deactivate.
but the big hexagon exclamation point events are public and can be clicked on or shows in the lower left box. you can also share perks if in a public team thats the little number on a card next to teammates names, its the level of the perk card they are sharing. i do think it will pop up from time to time what card they are sharing but to save screen space it shows the number and the fact they are sharing a perk with the team.
