the plans in question are in the low chance range for sure. but they all share pretty much the same drop chance. its the poodle sleeping bag funny enough that has a lowest chance and therefore WAS the rarest of daily ops drops. sense of humor they have at the austin studio offices. iirc the sleeping bag may have been brought in lien with the rest of the plans in that category for low low chance to be in the pool that the game then draws from.
recon stuff is new but takes some work to get it as good as your ss set with all the mods and then legendary add ons... i waited forever to get the crusader plan, i got the full recon and 4/6 of the scout version before ever getting the crusader to drop. since they added these newer plans to the pool the chance to draw them is actually lower then previous daily ops draws as theres more to draw from. good thing they take those plans out of the pool when you get them. making the pool balance out over time i suppose. meaning your chances to get the plan you want goes up as you play thru the ops and get the other rarer plans out of the pool...and yes duplicate plans galore for me as well, they sell well though.
they will eventually drop they have to. hope they drop for you sooner rather than later.

these above would all be a chance to get one if the daily ops is completed under 8 minutes.
a must to get a chance for these. over 8 minutes to complete and the reward pool becomes meh with a minuscule chance to get a good reward.
