Excavator armor mod locations?

I see vendor bot wallice sells some but ive only seen torso mods so far. Is there a location to get legs armors and other such or does he sell them too and I just haven't seen them yet. Also would they all start with excavator for the purpose of actually finding the things

For the mods themself (not the plans) you can find them scattered in the Ash Heap areas.
The Responder vendors can also sell them randomly in the misc section.
I think the Free States and Watoga Station can sometimes have them as well.

The plans for the mods can all be purchased at the Responder vendor in the shopping mall inside Whitespring Hotel.

The Excavator armor plans, yes. The Excavator mods, no.

I did look at the wiki, it has a lack of any info other than the cost to craft them

Vendorbot Chat in that amusement park near the nuka cola plant sells them all.
