If there is mod plans for the Handmade then the Watoga Station or Berkley Station should have them.
Today after many months I have unlocked brutal receiver.
When I've been scrapping the handmades, it seems like the fewer mods that I have left to unlock, the less frequent a mod gets unlocked.
Pre-Wastelanders it was almost the only way since they were such rare drops.
That's not entirely true. Some mods are locked behind blueprints that you can either find or purchase from vendors (for example, the Alien Blaster's Fusion Mag).
FuFo never implied ALL mods could be learned that way.

No it's not true. You can not learn mods from dismantling gold bullion weapons such as the plasma caster.
You can't scrap any legendary weapons such as the plasma caster.
NOBODY said that you could, except Zero's false claims.
Xero made up his own interpretation and obviously refuses to admit to his mistake when he said FuFo's comment was wrong.
Xero is now taking my scrapping weapons comment out of the context it was written in. Wasteland Project claimed crafted weapons could not be scrapped to learn mods.
FuFo corrected him with the correct information.
Zero then claimed that information was wrong.
That literally says you can not do it with gold bullion weapons.
Now because I pointed out crafted weapons could be scrapped to learn mods Zero is now tryign to take it out of context.
The simple fact that gold bullion weapons and armor can NOT be scrapped proves they are taking it out of context. How do you learn mods from scrapping something you can not even scrap?
Take lever action for example
level 25, 35, 45
You can get any unlock from a level 45, you can get a lot from the 35 and you can get most from the 25
The better mods require breaking down high level gear
The 25 will reach a point where it will NEVER give you another unlocked thing
The 35 will reach a point where it will NEVER give you another unlocked thing
The 45 will reach a point where it will NEVER give you another thing, but only after you've nearly unlocked everything except a select few special mods
