i scrapped it anyway to get it back i did not know i need it for that Eye jewlry to work , i scrapped them any way i can get more of it beide the quest ?

Garb of Mysteries still can be obtain
You just need find dead body of former member then take it
If you scrap jewerly, the end you wont get it again (make new character, and play again)

Note : it is tattered dress, i m mistaken garb and tattered dress same dress

The jewrly i did not , for bodys you mean there is former members around the world not just 1 or 2 but at least few ?

Every single server there is body (example there is body at whitespring, you see again later when u hop server as long as there is noone take that garb)

Yes you can find garb again, just google, i just remember whitespring one (not remember exactly where but last time i see there)

i accidentally scrapped mine at level 40 then crafted it again at level 50

It is as far as I know. Never seen anything in the patch notes to say otherwise.

It happens. Same thing happened last time we had this discussion like six months ago.

Ironically the Garb is such garbage there just aint big enough demand to get Bethesda to create a way to replace it. The onyl time this comes up is when someone wants to mess around with it.

Voice of Set upgrades when Eye of Ra is equipped... Garb of Mysteries must equip before equipping the Eye of Ra... so a bit more complex than that.
