Any mod that attempts to inject any kind of alteration to the server-side operations is met with extreme retribution though.

You can freely modify any client-side files even in an MMO
Texture swaps and UI modifications are common in virtually every online game. Though some TOS are more strict than others. I remember FFXI technically using the popular "Windower" which overhauled the UI was an infraction, though I never heard of Square Enix enforcing it.
With that said modding will be supported in the future on private servers.
So far no announcement when we will get them, but I am better 2022 at the earliest based on Dev Announcements on the 2021 calender.
