No. You take less damage from players if you don't consent to PvP, but they can still kill you and damage your C.A.M.P, so you're just griefed slower.
Yes there has been mention of mods, but official mods haven't been put on any roadmap. When they are allowed, they won't be ones that give a player an advantage over any other player.
They removed slapped damage from the game. Now in pacifist mode you don't take any damage unless in a workshop.
