I haven't bothered with becoming a vendor though I have dropped doubled up plans to random vendors or Whitesprings staion before.

No. Once you learn a plan it should be consumed and disappear. I put alles learned plans in my vendor, unless it's an utterly useless plan like Metal Bed, Mole Miner Gauntlet or Mr. Handy Buzzblades
It was cleanup time for my stash as its full and I don't have Fallout 1St.
Just to clarify things as well. If you find a plan that you don't already know, it just shows the name as "Plan: xxxxx". When you read that plan, it is destroyed. If you find a second copy of that plan, it will be named "(Known) Plan: xxxx". If it's a common plan, don't even bother picking it up, or drop it as soon as you can.
Many players will drop their known plans in suitcases at the train stations so other people can learn them.
Wrong. Once you learn plans they are consumed. If you have a (known) plan you had to have picked it up from loot or earned it as rewards

Thanks for replying, you can be a reasonable level but still have gaps in your knowledge. Usually requires flashing lights and loud warning alarms for me to notice things.

It has happened in the past to flamingoes, a desk and I noticed just yesterday that a character had a magazine rack showing as unlearned despite having several in camps and able to build more.
Keeping up with what each patch has broken is a constant struggle.
