Secret Service Ultra-Light limbs not available?

I am just visiting Regs and he only has "Plan: Secret Service Ultra-Light Build Armor Torso", there is no other item that starts with "Plan: Secret Service U".

Were those plans actually added? Or is it just my character that is bugged?

They are just named differently...
