Depending on the location they can get stuck in the trees.

I had one at the monorail (near Lucky Hole) one day I had to climb up onto the cliffs above because it got stuck in the trees.

Does the flare still go off if it lands in the trees though? I never saw a flare despite climbing on a rooftop, a mountain, and then eventually up a cliff to look for it. Then I found out after it all happened that there was supposed to be a flare + smoke to show where it landed, of which I can assure you never came up.

They are getting stuck on the other side of the Ohio river near Point Pleasant. It's an 'old' bug that came back in patch 22.

If you look at those ones with a scoped weapon, you'll notice they have no cargo.
