The launch prep will stay done. Enemies might respawn.
The bunkers don't really have an instance - it's an internal location, one per server, that any one can enter. It only becomes inaccessible for 3h after launching a nuke.
Maybe you're talking about a nuclear card? I sell them (399 caps), I always have a reserve of 5-6
I heard you have thirty minutes before a silo resets after completing the prep. Before the exploits groups of people used to go prep individually then launch them one at a time. That way each person could attend the Scorched Earth.
1. It counts as having all lockpicking and hacking cards equipped.
2. For each level of the perk card you can skip the mini game to hack or pick. In other words a rank 2 Master Infiltrator will auto pick and auto hack level 0s and 1s.

In the end after activating the nukes the mobs did not despawn and all Assaultrons were chasing me while I was entering the code, I survived, but died.
However, the nuke launches. So everything is ok.
I went to bed at 11 in the morning. (I work during the nightshift).
However, it was #glorious nuking my own private server.
