CAMP shelters
The Vault-tec DLC was my least favorite DLC for FO4. I never felt it was very immersive to be able to build a new vault, double that sentiment for FO76. I know they are just getting started with these and vaults are the natural go-to but I have some more realistic makeshift shelters:
Small shelters-
-buried school bus interior (deleted seats)
-buried train car interior
-buried cargo container interior
Medium shelters-
-buried monorail interior (deleted seats)
-buried jetliner fuselage
-ruined house basement interior
Large shelters-
-submerged church interior
-sewer maintenance interior
-buried freestates bunker
-ruined space station module

Any other ideas?

There are very few underground train locations in 76. The upcoming content update is intended to include a Free Creation area with no Budget Limit that is in an Underground Space. The numerous 'Buried' options you list are all just not in the game at this time. There are areas which comply to your desires except the underground part. Monorail Cars are available at a couple locations. Just high up instead of underground.

I'm not sure why anyone would build in that underground space unless your're a streamer because most players will never go down there just to "look what he built" the sell bots will be all above ground. I would NEVER EVER go down there or even build anything such a waste of time and resources,

Just 2 more loading screens.

I get your point. I would not want to wait through another load screen to visit a player shop or to use a crafting bench either. It's clear BGS is going forward with this to allow players a space to be creative and not be as limited in build budgets as the regular CAMP system is. Agreed, some players will not ever be inclined to use such a feature. I was just reminded of a very good mod I used in FO4 called "Basement Living." It was well designed and implemented into that game's core building feature and it remained an essential mod in my list. The CAMP shelters idea seems like it is going to be similar. Just a door or a hatch on the ground to be a gateway to an instanced interior - thus why most of my ideas here are placed underground.

The Vault style is just the first to stress test the PTS, other themes will be available either through atom shop or Fallout 1st.

On reddit are a list of datamines for things such as caves, bunkers and barns (sorry I don't have a link). Any chance for monetization of content can be assured.

not to mention, you only get 1 for free, that is for sure tiny ♥♥♥♥♥♥♥, where you can barely build anything, just to get taste and wanting to spen 1500 atoms for bundle later for the big shelters.... so yeah, ♥♥♥♥ that, and no one will see, the loading times are so bad even with ssd , who wants to go in for 1 min only to get back out for a dumb loading screen, that takes longer as it loads the open world again

They need to completely rejig the loading/memory system if they want interiors to really take off. It has always flummoxed me why visiting Biv's speakeasy for the tipsy taste test requires completely unloading the surface area from memory. If they only cleared enough of the memory to fit the interior into it then the loading screen when exiting an interior would be no longer than the one for entering it as the game would only have to fetch the textures it flushed.

shelters are bad. i will probably use utllity shelter for displays since the rest are pretty bad

A big issue is no displays as they are tied to the vendor and vendor is disabled in instance.

Also no resources such as plants and water. Power needs to be wired unlike DLC where power flowed through walls/floors.

It's just a big 'living room' for furniture and other static cosmetics.
