Mole Miners in the South Ash Heap area. Welch Town is full of them. "Breach and Clear" event spawns a ton of them as well.

They have high ballistic defense, so Energy weapons work better against them.

Morgantown airport and high school has low level scorched and they run around with either pipe weapons, .308, or shotguns.

Small guide for every ammo:

Got perks 'Ammosmith', 'Super Duper' and 'Scrapper'. You need steel, lead and gunpowder.

Need a lot of guns. For example go to 'Harpers Ferry' (use google for coords). There is a swarm of scorched here. Kill them all, loot all guns and dismantle it with equiped 'Scrapper' perk. Workbenches are in same location as well. You got 6-18 steel per gun with perk. You can select any location with big scorched population.

Use dumbbells and barbells. You can check locations on youtube, for example:

Craft gunpowder from acid on chemistry workbench (don't forget 'Super Duper' perk).

Use tinker's workbench for ammo. Equip 'Ammosmith' and 'Super Duper' before craft.

In particular, Line in the Sand, especially if it's bugged. It basically rains shotgun shells.

You can also convert steel into any ammo, by crafting railway spikes and using ammo converter. Note however that it takes a lot of clicking (unless you use some script/program for automating keyboard input events or maybe mod a game).

If you are high level, get scrapper perk and kill super mutants. They drop laser rifles and you can get 10 plastic from them if you scrap them with the perk.

What level are you? Farm Mutants, as Dirk said. Don't forget to go up to the rooftop at West-tek. There's a section up there that has 8 or so paint cans, for lead. So many products have plastic, and steel. I made it a habit of taking every weapon I can, when I need steel. Mutants also drop gunpowder. When I was a lower level, I made it a point to learn where to get all the ingredients, and hit those spots daily. Before I knew it, I had too much of everything. If you're really hard up, I can make you a crap ton of shells, no charge.

Just make it a habit to grab everything. Go through Flatwoods with a fine toothed comb. Grab and scrap everything. Before you do, tag what you don't have. I did that, and scrapped it at the Red Rocket, there's a bench in back. Batteries give you acid. There are barbells/dumbbells in the Hotel, for lead. And so many products give you steel, and plastic. There are also a LOT of vendors in that area who like to sell ammo for cheap, for lower levels. Let me know if you want me to make you some ammo, seriously. I'm level 324. A couple thousand shotgun shells would be nothing, compared to what I can make.

plastic = high schools. lead = gyms. gunpowder is everywhere and can be easily crafted.
steel? lets just move on.

but thats fine and all, but i buy all my ammo for the most part or buy ammo and convert it to a type i need. theres a new topic some player has a surplus of shotgun shells, straight because its hard to craft they are offering a bunch... thats how you really get ammo in 76...players vending. crafting is a last resort if you have no other ammo to convert.

You can get plenty of plastic from Morgantown High School, The Freak Show and The Whitesprings Golf Club. Golf balls, plastic pumpkins, bowling pins, plastic plates forks and trays, all yield plastic needed to craft shotgun shells. Add the Ammosmith Perk and the Super Duper perk to maximize the amount of shells you produce.

Watoga High School cafeteria has decent plastic. Also look for pool tables. The balls are plastic.
