can you learn bow & crossbow mods from scraping?

so like i know there are a couple of random encounter NPCs and likely there is some plans for those mods somewhere, but i wanted to know if the mods could be learned from scraping enough of them? or is it buy from those NPCs only??

I can't say 100% but I can say I've only ever seen worth while mods from the vendor in crater after getting my rep up with them for weeks. Frames and arrow types

Go see venbor bot Sunny at Fondation, the one in front of the grill station, he have some mods and yes, you can craft/scrap low level item for mods ... , but can be costly in materials ...

Nope, you can only buy those mod plans from the raiders or foundation when you have higher rep with them.

There is a rare trader spawn that sells the bow mods without a rep requirement. I ran into her on a low level.

nope need rep with the factions and ally status to get access to the compound bow.

i have also found this rare spawn trader, they spawn in one of the random encounter places, but its also good to know i can with rep, though rep is likely hard unless you beat all the main story first
