Does it run via the Bethesda Net launcher?
I'll try the admin, but i dont believe it will make any difference
Because if it runs on Bethesda Net launcher, then it's Steam, if it still doesn't run, it's something else.
I think Bethesda Net launcher has a repair function, similar to Steam's. I think the only thing left to do is contact Bethesda support via their website with and logs you can find from the launcher and any other files requested by support.
Edit: Think you need to install directX11, directX12 comes with windows but files from the older ones won't come with it. Usually steam install the older directx files for the game if they require it.

I get the following Two errors:
"The code excution cannot proceed because X3DAudio1_7.dll was not found. Reinstalling the program may fix this problem."
AND
"The code excution cannot proceed because XINPUT1_3.dll was not found. Reinstalling the program may fix this problem."
