I guess it's due to the fact that instead of "making it smoother" as Update 21 Patch Note per said, they f*k it up:

Quests and Events
This quest step frequently caused some confusion for new players and had a bug that could sometimes block progression. This change should make An Ounce of Prevention a smoother experience for everyone.
I'll try to swap server at different time and see if that solve my problem.
We are aware and investigating an issue where the terminal is not recognizing the blood sample being inserted after the update on August 4th, 2020.
If you are experiencing this issue, doing the following may resolve the issue:
Put the T-Type fuse in before the blood sample
Log out and join a different world and try again.
So here's how I solve it -
1. Leave server & go back to main screen
2. Join adventure mode (public server) again (now both quest goals "(1) install Type-T Fuse (2) Analyze Blood Sample" appear again
3. Go to AVR medical center and install Type-T Fuse (quest goal remain "Analyze Blood Sample"
4. Close game
5. Start FO76 again and join adventure mode (public server) (both quest goal are back again)
6. Go to AVR medical center and Install Type-T Fuse once again
7. Hit terminal with Analyze Blood Sample - it works now.
