because my power armor when i use them weigh become zero?
In your Pip Boy, inspect the frame, and then rename it. Inspecting it won't tell you what is on the frame. For that you have to have deployed it to see what is there. I name them PA - Excavator, PA - Ultracite, PA-X01, etc. When you look in inventory, you will see what you renamed it, not just generic Power Armor Frame.
Once it is renamed you can then keep it in inventory, and then pull out the next frame and do it again.
Regarding the weight of the frames. There are two sets of armor you receive for free. You get a raider set from Rosie and an Ultracite set when you finish the BoS quest line. Each of those are auto-dumped into your inventory. When you look in your inventory, they have a weight of 0 at first. They maintain that 0 weight until you deploy it and recall it the first time. At that point, it takes on it's actual weight.

Finish Belly of the Beast and a full set is your for free. You get the plans on Taggerdy's terminal in Fort Defiance after completing that quest. Mod plans for it drop from killing the SBQ.
You want to save weight with a perk put it in Traveling Pharmacy or Bandolier instead.
but for late game when u need power armor most, you need it to decrease weigh
Bear arms good at late game but not early

If you are a heavy gunner it is more or less essential. I carry around a Vampire's LMG, a Furious LMG, an AA Gatling, an Instigating Gatling and a Two Shot .50 cal. Each of those weapons goes down to approx. 2 weight units instead of 20. And a good Plasma Caster and Gaus Minigun are just on their way, i would hate to NOT have the choice of differnt weapons for different usages.
Portable Power
All power armor pieces and frames weigh 25% less.
That means you save 2.5 lbs on a frame.
You only need to carry one frame, two if you carry your excavator around instead of stashing it and only pulling it out when you need it. Even so that is still only 5 lbs at most.
The perk is also level 49, so there is no getting it "early game."
Power armor pieces only have weight when they are not on a frame. Frames always weigh 10lbs no matter how many pieces are on it.
Meanwhile 1 point in Batteries Not Included can save you 2lb PER Fusion core and save weight on other energy ammo.
So yeah Portable Power is completely and utterly a complete waste of perk points.
