When I hit Tab to exit menus it brings up my friends list
When I check my Keyboard sittings it says Tab to Pipboy. but will not let me back out of terminals, and now I have the issues where my mouse can only use a small area of the screen I had to alt-f4 to just get out of the game my mouse wouldn't go far down enough to quit. I know this games History I have 700+ hours on PS5 just hoping to get pass these issues.

I pretty sure I figured it out, why I want mad int he post above more confused, I was running a my recording program and I kept alt/tabbing it messed it up, tried again with out messing with recording worked fine. Thank you

Yeah ever since FO3 if you alt-tab or shift-tab the shift button/alt button will get 'stuck' usually just hitting SHIFT again fixes it.
