If you don’t find the access card in either spot, just switch servers.
PS this bug also happens after completing the vault raid too. Of course there’s no reason to use it once you’re done since Penelope meets you at Foundation..... or is there? Hmmm, why is it that all my characters have there camp just east of Hornwright estate, interesting 🤔
a bunch of them historically were set to only be done once per server reset, so if 100,000 players had been on that server and even one did the quest you can't finish it
a private server spools up when the guy makes it so its generally good to go on those few bugged quests
I'm curious if that was more of a 'teaming' bug like what used to happen at Vault-Tec Uni. Only the team leader could access the instance. In this case only the team leader would be allowed access past the laser grid?
I don't know for sure and would require further testing, but something for others to consider as this bug is reported often.
Another possibility is the area is set up for the team leader and if they done the quest it may bug someone else trying.
It is kind of hard to troubleshoot because unlike previous games we could create a save and then run a bunch of tests.
So if you get this bug the best thing to try is a server hop/private server and not be in a team.
I wasn't on a team, I rarely do missions on a team, I prefer doing story quests solo, gives it more of the classic Fallout feel. I also got it to work by switching public servers, but I had to do so several times to get it to work. Think I'll just stay on my private server for the remainder of the quest-line.
I just tried the Nuka-Cola pain tasks the other day too with no success, I read a post saying it was perma-bugged, hadn't considered server hoping for that one, think I'll also try it on a private server and see if I have better luck.
People saying it was perma-bugged probably have no idea it only works once per server. The worst part it that anyone who has done the quest before can just skip to the bunker and grab it.
As we've said try changing servers, you'll have to wait until you find one where another player hasn't done it recently.
So doing that just broke it even further
