Because people are inherently lazy and are all about themselves. Wait, was that a srs question? btw, fusion cores are stupidly easy to get. I had to throw away, on the ground, about thirty 100% energy, cause they take up too much room. Maybe I should start selling them if people are so thirsty for them. You can make them btw and the perks are a must like the ones mentioned above if your character spends all of its time in diapers(aka PA).
How about actually reading the OP before commenting?

I did not say make it easier to find, I am talking about combining the half empty ones
5% + 25% + 30% + 40% and turning it into 1 100%.
You still have to find cores, you simply don't need to carry a bunch of partially empty ones.
This! I was wondering why I had partially filled core when I was being careful of using them all before switching in my weapons and such.
