When you level, you should be able to pick whatever card you want, regardless of your SPECIAL points.
At 50 you can pick any perk card when you level.
Before 50, like next time you level, don't select perception. Instead select another stat you want to raise. Then, on the card selection screen, use the keyboard to change the card filter to perception cards (by default it will filter to the cards for your selected attribute) and pick master rifleman.
You'll end up with a SPECIAL point in whatever you chose + the perception card you picked. It means you'll want another card laying around for that other stat from a pack or something otherwise you'll have a point sitting empty since you didn't get a card for it.
After level 50 you have a choice:
Pick a card or reassign a SPECIAL point.
At level 51, you can either get another card or move a point from perception into strength. Only one point, though. Each time you level up, you'll have the option buying ONE card or moving ONE special point.
Choice 1. Which Special to give a point, with the max being 15 in a particular special.
Choice 2. Which perk card do you want to pick. You are not required to pick a card that matches the special point you picked. You can put a point in Luck, but pick a Strength card.
Once you reach level 50, you no longer gain new points, but can move a point OR pick a card.
Changing perk cards in your deck don't cost anything.
