Wastelanders with friends

Are we supposed to be able to do the same missions with friends? For some reason my friend gets a message of something like solo missions temporarily disabled. We both are on the same exact step on the Wastelanders quests when we try to do them together they dont work for non team leaders and then he has to go solo the mission himself, what was the point of this dlc if this game is coop? We've caught up to the same exact step a few times, tried to then do the quest together and he doesnt get credit and has to solo it, i dont get it.

can't answer unfortunately. I had a few quests (not events,dailies) that I've done coop and it worked (mostly endgame missions though)

wastelanders is instanced because of personal choice its you're story
wastelander personal story is solo
also it was not DLC it was un update
