Yeahhh...I'm about to give up too, been searching the internet for some answers and it turns out the outfit is a rare drop from the quests in the Mire region...I have 4 characters and 1648 hours of gameplay and not even a single drop for that outfit lol...I'm about to cry here...

I got all sort sof rare clothing from doing the events nobody else will do.

Yeah, I tried server hopping for a good long hour and still haven't gotten it.

I wonder if my private game would make it easier, though I'd wager it'd probably make it even harder to get it, considering it's the same instance if you login back in fast enough; it's how I manage to keep my workshop ownership.
