I'd never consider playing this game with a controller.
Though, there is something in the .ini you can type to set it to a certain speed, but Fallout 4 had an extra "slow down" button you could press if I remember correctly. This was removed for this game......because reasons.
This can cause some issues depending on how you like to play e.g. I usually use F for the inventory in most games but once you open the inventory with F, F then changes to a menu navigation keybind.. so you can't press F again to close the inventory.
'Playing' is generally fine with keyboard but using the UI with keyboard when building or crafting takes some getting used to but you do get used to it.
Mouse is fine.
