Sorry, maybe I wasn't clear. Its main purpose is to make the game look prettier, not gain fps for lower end hardware. Some of the settings in the ini are actually above ultra. What I meant was, things like disabling mouse acceleration, motion blur, in-game vsync (and enabling in Nvidia control panel) will make playing a lot smoother.
I wish I could hotkey compass and UI.

Bethesda released a patch some time ago that finally untied framerate to game animations. But, it is the creation engine after all, and things can get pretty buggy above 60fps. I do recommend enabling vsync through your Nvidia Control Panel (or AMD equivalent).
