I tried googling and got all sorts of info.
The wiki only says Whitespring Resort, which is a big area....
...and if someone else already took it...you will not know if you do not know the spawn location.
Also sold by Whitespring Resort Apparel vendor (Cunningham) in Lower Lobby.
Some videos show the prison in Toxic Valley.
tried cunningham already and he wasnt selling it. most of those results are a year old so they could be outdated if the game has been updated since then
The clothing it sells is random and include the coat Longfellow had, I think.
We always used to find the responder vendor near Slocum Joe's (but not since Wastelanders) and the other spot was just below the big bridge (Responder side) you do the obstacle course on.
You also have to realize that if it aint there someone else could have grabbed it. So hard to tell unless you join a private server, then I sitll aint sure if rare items like that spawn every time.

vending bot inventories CHANGE each time you log into the game.
as long as you dont get back on the same server in a row.
which happens sometimes more then two times in a row.
it is also found at player vending machines ive found more hard to find and ones i didnt know existed in players machines liek the nurse outfit, not the asylum one the plain named nurse one had no clue it existed bought it at a machine for 200 caps
so i would say check player camps for the armor category having a lot of items and visit them. if the camp only has 1 or 3 or 4 armor items chances are they are expensive items or low level ones no one has bought... whitesprings for sure has the WS faction AND ALL the other factions so theres a raider vendor there as well as the WS vendors theres like over 12 bots selling stuff iirc.
which one theres 2. one has the RARE RARE outfits and the other has not so rare stuff.
i have spent a considerable amount of time hopping looking for the hunters long coat, for a month i looked not every minute of every play through but first thing i did each time i log to a server was goto the two spots i know of and see if it spawned.
the drifter outfit isnt considered rare. but the rare rare bot might still sell it. ghram the super mutant might sell it and the traveling settler merchants may now have it in their inventories.
theres a bunch of new stuff with wastelanders im still running into... like the fact theres a assault tron vending bot i ran across visiting a player camp that had the space lady roaming around dont knwo if the assaulttron comes with that ally or was random spawn as i have not bothered with that quest too busy with other allies quests ;)

Yeah used to run with a group and everyone would get different results of the inventory on the responder vendor. Think they used to resell the hunter long coat for like a few thousand caps. I never saw it myself.
There is a crapload of rare clothing out there. Like the Winterspring overalls, traveling longcoat.
