You can buy the t-45 kinetic dynamo plan for less than 1000 caps from the brotherhood vendor and that's if you don't have any points in charisma or the hard bargain perk cards.

Was just thinking this, it's honestly a bit infuriating they're wasting drop-chances on PA Mod plans that you can buy.
