I believe that's the cap for each of them.
Silly, they just capped it so you cant make quick caps. So the grind is longer
The normal water purifier takes less power, with only 4, and produces more purified water, with 24 cans per hour with max storage of 3. However, it must be placed in water to work.
The industrial water purifier produces a quantity of 60 cans of purified water per hour for 10 power with max storage of 5; it must also be placed in the water to work.

Not really much of a grind, considering they are so cheap it would produce so much water without the cap.
You have to loot it before it can make more. Every resource generator in this game is like that. This is not Fallout 4. MMOs like this make you work for everything. You have to come back and take the water every 5 minutes before you can have the max 60 water per hour.
I never have to sell anything else daily, to get 1400 caps.
There are only 2 purifiers in 76, regular (2) and industrial (5)

There are 3. One that is on a small concrete pad that can be placed anywhere that holds 2 water. And 2 more that need to be placed in water, one of which holds 3 and the other 5.
The smallest one can be bought, but its more likely you'll get it by taking your first workshop area. The smaller of the ones that require water can be found in the Charleston DMV Overseers Cache. The largest one (the industrial one) must be bought.
