Figured it out. Have to select scrap kit from misc in pipboy. That activates it. Can scrap all the junk you are carrying in the field and send it to stash. But it doesn't bulk so it's kind of useless. Especially when there are some sort of crafting benches just about everywhere that you can scrap junk with. What a waste of my atoms. But hey, live and learn.
Bulking scrap does NOT save weight.
The weight going down in your stash is you using up your plastic to bulk.
Bulking Scrap DOES save weight for a handful of particular materials, these materials are:
Steel
Lead
Aluminum
I knew there was a couple of exceptions to the bulking rule, I just didnt bother to try remembering which they were because bulking does not save weight on like 85% of the stuff you bulk.
The only real use of bulking is to sell excess scrap to vendors, and most my vendors get drained just from selling grenades, food, and aid.
Originally it did save weight for most scrap, then Bethesda nerfed it.
Combine that will work benches able to scrap at nearly every map location, they are really never worth it.
Yep, it's basically useless, yet people love to use it as an example of the game being p2w......
