I think the main reason would be Role Play. You can have one character be bandit faction and the other be settler faction. While you can slowly modify your SPECIAL it is easier to just jump on a new character and make a new build. I have seen many streamers with multiple characters with different builds and RP roles. They swap characters for variety and based on mood at the time.
There are lots of builds, bloodied, heavy gunner, sniper, stealth assassin, drug melee. and variations of all. Streamers and others often have their build available on the web, There is a build planner out there.
I am not level 50 yet but I am pretty sure my thoughts on SPECIAL will be different for end game content. I will probably move perks from weight reduction to combat related maybe even Luck.
I have a 210, 157, 120, 145, and a 90 currently. I have deleted a 3 characters between 60 and 90.
XP gain is going to be based upon what you do, not hours played.
Charisma is important to get to 4 because that lets you use the Lone Wanderer perk at max level. Unless you always play in a group, you will want that perk.
Strength for carrying capacity is not a good idea imo. Unless you are going Melee, most strength cards kind of suck. You also get a backpack that you can upgrade which increases carrying capacity, and you can craft/find good armor with Deep Pockets to increase it more if you want. I have mine at 4 in a stealth rifle VATS crit build.

Bandolier (-45%/90% ballistic ammo weight)
Full Charge (No power drain sprint in power armor, combine with no VATS and no core usage.)
Blocker (-15/30/45% melee damage)
Those are good on any non-melee build.
Well, it depends on your playstyle I guess.
Personally I only use chems for Charisma/Barter and rarely ever need a stimpack. Ammo doesn't weigh all that much unless you are carrying a ton of it, or missiles/etc but heavy weapons are pretty much a strength build to begin with (so probably melee also). Same with power armor and Blocker; I'd never use those on a non-strength/melee build.
